  • 1.  Economic Development Authorities

    Hi Colleagues,
    A question for the group after searching the archives - Occasionally we receive grants from local and county economic development authorities that are formed by governments that are technically non-profits. I am wondering how others treat these grants from these organizations.  Are they non-profit corporation grants or government grants?

    Not all economic development authorities are treated equally.  You need to research each one and determine if they are an "extension" of the local government or have been established as a separate nonprofit entity with zero control levied by the local governement.

    Here in Durham, our similar organization is a "branch" of our Durham government.  They have their own Council," but the funding is entirely governmental.

    Also if you read through the fine print and they toss the word appropriation(s) around, that means government funds.

    BTW, if you are thinking specifically about FCEDA, it appears to be an extension of Fairfax County.

    While FCEDA has a separate Commission of local businesses, they are appointed by the Fairfax County Board of Supervisors.  And, as near as I can tell, the grants are all funded by taxpayer dollars.  That would imply funding is "public" and not "private," and therefore not countable per CASE.

    Another "trick" when you are unsure is to look the organization up in Candid (FCEDA isn't there).

    But the website usually provides telltale signs.  I have highlighted keywords from theirs:

    Chartered by the Commonwealth of Virginia, the FCEDA is led by a board of county business leaders and funded by the Fairfax County government to promote the county as one of the world's best business locations and build the county's commercial tax base. The Board of Supervisors uses the commercial tax base to fund high-quality public services for a growing and diversifying population.
