We have a situation where that donor has made a request that we buy a couple of books (that he has chosen) using part of the money he is donating. He wants the 2 books given to a first year student and a second year student. Outside of the logistics of how do you choose a first year and second year student to receive 1 of the 2 books. Is this still a gift? Something about it just does not feel right to me. Are there questions I should be asking that I have not thought of?
I should state that it appears as if we get the donation regardless of if we honor the request or not. Then to possibly complicate the matter further, at least in my opinion, this is an IRA Rollover. So if this is not completely a charitable gift, it would appear to me, that we cannot accept the IRA Rollover. If it matters, this also is not something that we normally be doing either.
