Donor has offered us Savings Bonds

A donor has asked us if we are interested in a gift of savings bonds:

"I have over a hundred $200 series EE bonds, most of them expired, a few come due this year, and a few through the next couple of years. They are quite a pain to redeem – wondering if UMW would be interested?"

We've read relevant posts and references and understand that we cannot accept EE bonds, but that the donor has two options: (1) cash in the bonds & donate the proceeds to us or (2) bequeath the bonds to us.

    (1) We did discover that the bond owner can appoint an agent (attorney-in-fact) to cash in the bonds. Can someone in our office act as the donor's agent? Does this present a conflict of interest? And as I write this, it certainly looks like a conflict of interest.

    (2) If the donor chooses to bequeath the bonds to us, how do we enter the pledge? How do we determine the bequest amount?

Thank you so much for your answers to these questions, and also the many detailed conversations in the discussions and libraries. So often a quick search gives us the the answers to our questions as well as the reasoning and regulations so that we can do our jobs with accuracy and confidence. Truly this community is an amazing resource!
