    @Gwen Donev reminded us of a paper I wrote in 2016 regarding software donations.  The gist of the paper still holds (software donations generally are not counted).

    However, over the years, there's been confusion and some debate on the subject.  Due, in part, to some ambiguity in older CASE Standards.

    So, yesterday I promised to update that paper - including references to the new CASE Standards issued since the original paper.  The updated paper is attached.
