    The volume of email I have received today suggests that I need to resend this attachment. Before doing so, I included a lot of additional information regarding USPS's new "Postmarks and Postal Possession Rule."

    Please understand that this new rule is from the USPS and does not change the IRS's stance on when a gift is irrevocably made. In fact, the USPS rule was primarily written to address mail-in ballots and to reflect the USPS's shift to regional processing centers. This shift reduces the likelihood that a postmark will "prove" when an envelope was delivered to the USPS. This attachment hopefully provides some clarity.
