    Hello,

    I'm interested in feedback from everyone but especially those with knowledge or insight on the California state regulations relating to mobile phone solicitations. We had acquired TextBee services through DonorPerfect a little over a year ago, but through a series of events ended up not using utilizing the product until now. At this point we're regrouping and planning on using the service, but are wondering how necessary an initial outgoing "Opt-In" message is? Our consultant from TextBee seemed to be of the opinion that we are more or less "required" to do that kind of initial outreach, but my boss is not so sure. My boss is referencing an article from NonProfit Pro (4 Ways to Grow Your Nonprofit's Text Message List ) explaining that nonprofits are exempt from regulations requiring upfront "explicit permission" (as opposed to the ongoing-relationship "implicit permission" we may have). However, in doing a little bit of searching in this community's posts I notice reference is made to California regulations possibly trumping that "exemption". I don't know where to find any documentation on this specific regulation(s) for our state, and any info or direction you all have would help. Thank you!
