This looks very much like compliance wording, possibly for California CCPA, GDPR or other state regulations. I don't see this as an opt-out. I agree with Isaac that it would be wise to code this information in your CRM. With an abundance of caution, you may want to remove these individuals from any third-party mailings (e.g., insurance programs, credit card companies, etc.) and also from any targeted social media ads that your institution places. When in doubt, it is always wise to consult with counsel.

We use a platform for event registrations and they have recently added a Data Privacy tab with options for folks to request that their data not be sold, no profiling or targeted ads, etc. Would you consider this an opt out request by the registrant? Most of what is covered by the platform's language is not something we currently do.
