Our context is different, but we send out all active preferred U.S. postal addresses, as well as non-preferred Home U.S. postal addresses.
I take your point about addresses of current students, but, in your situation, I might be interested to see what I got back, to possibly add as alternate addresses (unless your system or policy completely forbids anyone but the Registrar from making any changes to current student records).
I say "all", but there are actually a handful that we exclude, maybe a half-dozen out of 1.3 million, for idiosyncratic reasons (a couple cases of a child who filed a change of address that keeps gathering up the similarly-named parent, someone who files NCOA updates but doesn't want us to change their address, someone with two active circular COA requests at the USPS who kept getting moved back and forth every time we ran an NCOA process, etc.).
