For those organizations that have a gift fee/tax, two questions:

1. Do matching gifts qualify for the gift tax? If not, was that due to rules/regulations of the companies or more of a business decision not to include them?

2. When the gift fee/tax started, were existing pledges that had future payments taxed or excluded from the tax?
