Our university is considering an Employee Benevolence Fund to assist employees facing financial hardships.  Would contributions to this fund be considered a gift to the university and be tax deductible?

As long as the fund is structured to allow equal access to those funds by all employees, yes. There are, however, a few "buts:"
    • The organization has complete discretion in how the funds are distributed. Donors cannot earmark funds for a specific individual.
    • Recipients are selected based on objective charitable criteria (need, illness, disaster relief).
    • The fund meets the IRS definition of a "broad charitable class."
