I am looking for people who have developed a prospect mgmt policy from scratch to learn why process you used and what you felt worked well and what didn't.

I would like to talk to anyone who has created a policy from nothing. I'm interested in how you kept the group focused, avoided scope creep, and how you approached the project. Did you break it down into smaller or was it a few days of focused work? Did you have a skeleton or sample you started with that you then built out based on the group's decisions?
Background
There has never been a policy at my organization. My new EVP has charged me with developing a policy. I have read books, all the AASP best practice documents, and reviewed more policies than I can count.
I have a recruited a group of fundraisers. From my team, I have research and CRM who will be in the group as well.
I was this process to go as smoothly as possible, which keeping things focused so we can establish our policy and SOPs as soon as possible.
