I know you have mentioned this before. What determines if a student group is or is not eligible? When I broached the subject with a couple staff members I was told they can/we can for them.
We do have a staff member who works with student orgs and policies and procedures in place.

Most student groups are not eligible to receive tax-deductible gifts. So, you may want to refrain from encouraging those cultivation efforts. They could impact your ability to secure a deductible sponsorship for a later institutional event.
At the very least, you'll want to establish a third-party fundraising policy that requires any planned solicitation effort outside Advancement to coordinate with your office. In that way, you can collaborate with the group to create event-specific marketing material that discloses the non-deductibility of the payments.
