I’m not an attorney, but as I understand it, trademarks are a form of intellectual property and if the holder of the rights to that property doesn’t make an effort to control its use, they will weaken their “hold” on those rights.

The question mostly pertains to the University trademark and patent restrictions. I have worked with many organizations that had policies preventing this as a way of "protecting" the University should the business get into some sort of hot water. You might not want to be affiliated with them.
Other organizations require the business to go through a very specific approval/authorization process resulting in limited use of the institution's name and logo. I have even had to "apply" for permission to use a logo when all I wanted to do was put it on my official proposal for services and consulting report!
Talk to legal and your internal office (probably Communications/Marketing) who "owns" your name and logo.
