    I have only seen the restrictions you have mentioned. Adding to an endowment that does not result in benefits is a pretty standard use of these distributions. And the match really isn't an issue - these are the donor's funds. But you would have to read the Federal match guidelines to make sure that they haven't placed any restrictions on funds eligible for matching.
