    My office supports this activity, and we work with a third party to do the actual tracking and registering. It used to live in the General Counsel’s office, but they relied on us so often for information gathering that we agreed to take it over about five years ago. This is what we did at NC State and where most of my clients assign responsibility. Funding for the effort comes from the organization itself. While under the auspices of AS it must be separately funded and not seen as "business as usual" and absorbed in the current budget. This is not an inexpensive proposition. John John H.     This primarily is managed within the Controller’s Office as it aligns with other tax and compliance filings. At times in conjunction with General Counsel if deemed necessary. The costs of compliance are a fixed budget line. A lot depends on the size of your organization, its staffing (which skill sets lie where) and structure. It certainly can be successfully managed in several different ways, but the best place for your organization is where it can be done most effectively and efficiently.
