There are eight European countries where batch screening is available. Of course Canada has an NCOA equivalent (CCOA), but no better service.
I’m not aware of any country beyond the USA where one off look-up tools exist.
GDPR laws mean that when you decide to maintain data on EU constituents you have legal notification and data privacy responsibilities to observe. It might not be worth it to maintain records on Europeans unless you have a tremendous number, or they are major gift prospects.

It hasn't produced much because there isn't much. We have gotten spoiled in the US. There are no similar locator services for the rest of the "world." Although, some countries have some resources - but not many. Melissa might be your best bet:
