I think you’re talking about what could be called a recruiting manager, who is also called a talent recruitment manager… If I’m right, then, yes, Cornell, my last employer, has one. I don’t have access to her job description.
But I would imagine that a good talent manager knows how to find talent and then how to recruit, including reaching out, cultivating relationships, showing up at conferences to meet people, and bring people to your shop to entice them to apply. In other words, a gift officer-style person who seeks good employees.
Given the competition for good fundraisers, I think it’s a good idea.
