  • 1.  Triva Night fees?

We have a department that is hosting a trivia night as a fundraiser. The winning teams receive prizes - likely some institution swag. There is an entry fee to sign up as a team. Is this considered a game of chance since the participants are using their skills/brains to compete, versus random chance?
Also, if not and the fees don't have to go through a gaming permit, do we deduct the value of the potential prize(s) from every fee entry?

If this is a fee to play there isn't any gift. There's no "voluntary" contribution involved.
