  • 1.  NSF Section 10339B, Foreign Financial Support

    Hi AASP community,

I've been recently made aware of a new foreign gift report effective January 2024 from the NSF. I've searched online and can't find details of what to submit or when. Does anyone have details they can share?

    Thank you,

Debbie, this is something your CFO will likely need to orchestrate. However, I believe this pertains only to gifts and other income of $50,000+ from a "foreign country of concern." One source mentions only China, North Korea, Russia, and Iran.

I'd probably visit with your CFO, who would need to aggregate all data throughout the University.

I found it! Here's the reference for the earlier comments I made. It comes from the AAU (Association of American Universities) summary of the CHIPS and Science Act of 2022 (H.R. 4346):

Sec. 10339B. Foreign Financial Support. Institutions must annually report to NSF, in the form of a summary document, current financial support, including gifts and contracts, of $50,000 and above the institutions receives directly or indirectly from a foreign source associated with a foreign country of concern (China, North Korea, Russia, Iran, or any other country determined to be a concern by the Secretary of State). All financial supporting documents must be retained by the institutions and true copies may be requested by NSF as a result of summary document review. Institutions who fail to comply with this section may be subject to reduction or termination of awards.
