    I have an oddly specific question I'm hoping someone can help with.  Our Campus Museum solicits memberships that include a discount to the Museum Shop.  I know that those are allowable as "frequently used benefits", as long as they are offered at membership levels of $75 or less, which they are.

    But our Museum Staff wants to offer a higher discount to higher-tier members (10% at $75, 20% at higher tiers).  And I don't know how to treat this.  Do we assign a benefit value to the additional 10%?  Or does the whole discount have a value since it no longer meets the guideline (e.g. "20% discount" is not offered at $75 or less)?   Anyone else have a policy for this?

    I asked the IRS about this previously. You are supposed to estimate the value of the additional discount. In the first year that is going to be hard. In future years you are supposed to track the actual benefit from store sales and determine an average value per person.
