    Good morning,

     

    First, congratulations to all winners!

     

    Second, we are confused on if we can or cannot count as a gift. The wire came from 'Alliance for Sustainable Energy' on their site it says they are 'accountable to the Department of Energy' but they are their own LLC.

    It appears that the "accountability" is based on a contract between the Alliance and the "U.S. Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy for assuring NREL's performance."

    What needs to be clarified is whether the awards being distributed are coming from the Alliance as a pass-through or are distributed at the discretion of the Alliance. Based on the first link you provided, this competition is under the authority of the Department of Energy, suggesting that the Alliance might be under contract to conduct the competition. Even the competition website is run by the Energy Department.

    These funds have a government flavor to me.
