Decentralization isn't always an effective method for reducing costs, assuming you account for all the costs. Decentralization increases throughput, which is helpful for meeting peak demand. However, the costs of decentralization can be higher, for a few reasons. Usually, non-expert processors are less efficient in their data entry, and the data entered is more prone to error, which in turn raises costs in auditing and monitoring data. There are also costs imposed on other processes. Every time someone enters data, they're not doing something else that they used to do, and that's a cost too.

In practice, we recommend identifying the people who encounter/discover new data as part of their regular work, who have comfort with the CRM and understand good data practices, and ideally, who depend on the data for their own work. This ensures that they have the knowledge, skills and attitudes necessary to do the job right. Where we see the most errors and poor outcomes is with users who primarily use other systems and need to go into CRM specifically to do this one task, and who do not have to eat the meals they cook - who don't depend on the data they input.
